Archimedes principle says that the weight of the boat pushing down on the water will equal the force of the displaced water pushing up causing the boat to float. Weight on the boat must also be equal on both sides or it will become unstable and flip over.

Your boat has to be made out of some material that is light but durable.

The greater your area the more pressure it can hold.

Containers filled with a lighter gas will give you more buoyant force.

*Some styrofoam is a good material to use.

Tin foil boats are pretty good to use for a cheap project.
